Cap voltage ratings on the diy driverboard

C1 and C2 are rated at 600V. I measure 184V on one leg of mine. Is there a reason for the 600V rating?

I got some boutique caps from Taiwan, free shipping. They are rated at 400V. There should be no issue for the installation of these caps in the board?

What happens if the driver/output tubes aren't drawing any current, and the supply rail floats up to its maximum?
