SET OPT Power Rating

When we say we have an output transformer rated for 5W at 30 hz, is that 5W anode dissipation or 5 watts across the speaker terminals? Where does the OPT power rating come from ?

5W across the speakers.
SE transformers are rated more out of core saturation than anything else.
