On the Budgie, The schematic is showing R11,R12 @ 220K. The parts BOM is showing 475K R11,R12. Which one is correct?

Well both will work , a cathode biased 6Bq5 El84 both values are stable , the 470K ohm will give lower bass extension with the specified coupling cap and is spec'd in the RCA tube manual.

look under max circuit value of first grid .47 meg ohm
