Go ahead and crank the bias to 55mA on each tube, a 550mV drop across the 10 ohm current sense resistors. 20mA at idle is way too low. Later, I'd adjust to 65mA - that's where I like to run my KT90's at in my Ikes. They can take a beating and sound best running strong I think.
