setting bias voltage

do tubes have to be plug in to measure this voltage.
i cannot get -50 volts.

Hi AudioRay,
Yes, you can leave the tubes out for now. Check pin 5 of each EL34 socket. Adjust R15 and R16 to get this adjusted to -50V before you put your tubes in.
